The National Plastic Action Plan (NPAP) for Lao PDR (2024-2030) aims to enhance the National Social and Economic Development Plan (2021-2025) by prioritizing plastic pollution control. It will also support the National Green Growth Strategy 2030 and the Natural Resources and Environment Sector Strategy (2016-2025), focusing on efficient plastic management. The NPAP aligns with international commitments, including the Sustainable Development Goals (SDGs) 12 and 14, and the ASEAN Bangkok Declaration on Marine Debris.
Waste management is a pressing issue for the Lao government, which seeks solutions to illegal dumping and outdoor burning—practices that harm public health and contribute to greenhouse gas emissions. The NPAP aims to reduce plastic usage and promote sustainable management through three main outcomes: improving waste management systems, ensuring a clean environment, and fostering a low-carbon society based on circular economy principles.
To achieve these goals, the NPAP outlines four key outputs:
1. Develop legislation and policies for plastic waste management.
2. Raise public awareness about reducing and recycling plastics.
3. Encourage alternatives to single-use plastics.
4. Establish a monitoring system for NPAP implementation.
