This white paper, developed under the EU SWITCH-Asia Policy Support Component, explores how Sustainable Consumption and Production (SCP) and Circular Economy (CE) approaches can strengthen Kazakhstan’s climate ambition, industrial competitiveness and green growth. Drawing on an analysis of the country’s policy landscape and Nationally Determined Contribution (NDC 3.0), it identifies opportunities to improve resource efficiency, reduce emissions and advance circular business models across sectors including mining and metallurgy, construction, agriculture and water. The report provides practical recommendations for strengthening policy coordination, establishing measurable targets and mobilising finance for circular investments, highlighting how Kazakhstan can translate its climate commitments into tangible economic and environmental benefits while supporting regional cooperation across Central Asia.
