Detailed Assessment of Sustainable/ Green Public Procurement in Bangladesh

Bangladesh's public procurement landscape is shaped by the Public Procurement Act 2006 (PPA 2006) and the Public Procurement Rules 2008 (PPR 2008). Recently, the government approved the Sustainable Public Procurement (SPP) Policy 2023, following the transformation of the Central Procurement Technical Unit (CPTU) into an independent authority, the Bangladesh Public Procurement Authority (BPPA). Among South Asian countries, Bangladesh leads in developing its SPP Policy and in establishing a path to implement the policy to meet the requirements of SDG goal 12.7. The SWITCH-Asia Policy Support Component has undertaken an initiative to conduct an in-depth analysis of the Sustainable Public Procurement (SPP) Policy 2023, examining its history and future, constraints and challenges to implementation, the direction needed to strengthen and advance the SPP, and the identification of specific pilots (sectors/products) with a high sustainability impact for a sustainable supply chain.
