This assessment focuses on analysing the current state of the implementation of sustainable/green and circular public procurement in the Republic of Kazakhstan. Its main objective is to study progress, identify barriers, and explore opportunities for integrating the principles of sustainable and circular development into regulated procurement, including government procurement as well as procurement by quasi-governmental entities, subsoil users, and entities with natural monopoly status (hereafter referred to as ‘regulated procurement’). The importance of this integration lies in its contribution to achieving Kazakhstan’s carbon neutrality goals by 2060, fulfilling commitments to the United Nations Sustainable Development Goals, and implementing the Concept for Transition to a ‘Green Economy’.
