Dili, Timor Leste – On June 18th, 2024 in Dili, Timor Leste, the EU and Government of Timor-Leste through the National Procurement Commission, the Ministry of Planning and Strategic Investment, as well as the PFM Reform Policy Department of the Ministry of Finance, held a launch workshop for the Green Public Procurement Technical Advisory supported by the European Union funded SWITCH-Asia programme.
The workshop led by the SWITCH-Asia programme is part of the ongoing Technical Advisory on “Sustainable/Green Public Procurement” which aims to engage stakeholders that have over-arching strategic planning responsibilities in Government or at sub-national level, in the Green Public Procurement.
Speaking on the occasion of the National Workshop, the EU Ambassador to Timor-Leste, Mr Marc Fiedrich, said: Mainstreaming sustainability into procurement is a remarkable opportunity for Timor Leste, to tackle climate change and environmental challenges. The EU strongly supports Timor Leste’s drive to meet its Sustainable Development Goals and supports its commitment to Green Public Procurement.
Dr Zinaida Fadeeva, SWITCH-Asia Team Leader, welcomed participants from Government of Timor-Leste, Development Partners, private sector and civil society. She explained that the objective of this event was to gather insights on how Green Public Procurement could look like in Timor-Leste and how the EU could support all stakeholders and Government of Timor-Leste to chart a path forward.
Mr Sanjay Kumar, Senior GPP expert, presented how GPP can be a very powerful tool to reach sustainability targets and transform markets. Public Procurement is estimated to represent a market worth 13 trillion dollars. Developing a solid policy framework, creating institutional mechanisms, expanding the scope and scale of Green Public Procurement and creating space for sustainability in the PFM system are essential elements that contribute to strengthening and elevating GPP.
Mr Pedro Guterres presented the current Green Public Procurement landscape in Timor Leste and opportunities for its successful implementation. Stakeholders asked questions and provided input into the currently ongoing detailed assessment conducted by the EU SWITCH-Asia Team.
