Background:

As Lao PDR concludes its Green Public Procurement (GPP) Action Plan 2022-2025, evaluating its achievements, gaps, and lessons learned is important for shaping the future landscape of Sustainable Consumption and Production (SCP). The Ministry of Agriculture and Environment (MAE), through the National Focal Point of Green Public Procurement, is conducting an evaluation of the Green Public Procurement (GPP) Action Plan 2022-2025, with support from the EU SWITCH-Asia Policy Support Component (PSC).

This validation workshop brings together key stakeholders to review the preliminary evaluation findings of the action plan, ensuring all insights are accurate, comprehensive, and widely supported. The workshop serves as a milestone to align national green growth targets, circular economy initiatives, and institutional procurement systems before finalising the evaluation report.

The primary objectives of this event are to validate key findings, conclusions, and emerging recommendations from the evaluation of the GPP Action Plan 2022-2025. Participants will actively collect stakeholder reflections on implementation achievements, gaps, bottlenecks, and lessons learned while building a common understanding and stakeholder ownership before finalising the evaluation report. The expected outputs of the workshop include validated evaluation findings, the clarification of any missing points, and a comprehensive workshop report incorporating agreed comments and inputs to be integrated into the final evaluation report.

The audience will comprise representatives from government and non-government bodies, the private sector, international development organisations, educational institutes, and civil society organisations.
